The Gulf's Next Sovereignty Bet Isn't Oil. It's Compute.

For most of this decade, sovereignty in the Gulf has meant local content, shipping routes, and industrial capacity built at home instead of imported. The next chapter of that same argument is already being built, and it isn't steel or cement. It's data centers.

The Old Chokepoint, The New One

I've written before about the logic behind Saudi Arabia's IKTVA program and the CHIPS Act pursuing the same goal from opposite directions: paying a premium to control a critical input domestically, rather than depending on someone else's supply chain for it indefinitely.

Compute is the newest version of that same input, and the Gulf is treating it with the same urgency.

The Numbers Behind the Bet

The scale here is worth sitting with, because it's larger and faster than most industrial sovereignty programs that came before it.

Microsoft has committed $15.2 billion to UAE AI infrastructure, its largest single commitment in the region to date.

Stargate UAE, a joint venture involving OpenAI, G42, Oracle, Nvidia, Cisco, and SoftBank, is building a 1-gigawatt AI data center cluster in Abu Dhabi.

Saudi Arabia's HUMAIN is backed by the Public Investment Fund, which manages assets approaching $1 trillion, alongside a separate $40 billion fund earmarked specifically for AI, semiconductors, and data centers.

GCC data center capacity is projected to triple, from roughly 1 gigawatt in 2025 to 3.3 gigawatts by 2030.

Globally, sovereign wealth funds committed an estimated $120 billion to AI infrastructure in 2025 and 2026 combined, and Gulf funds led that figure, not followed it.

This Isn't a New Argument. It's a Bigger One.

The logic is identical to what already justified IKTVA and the CHIPS Act: a critical input, once concentrated in a handful of foreign hands, becomes a national vulnerability the moment geopolitics shifts. Chips were that input for semiconductors. Compute is that input for everything AI now touches, defense planning, economic modeling, government services, energy grids.

What's changed is the price of admission. Building a domestic supplier base for construction materials costs low billions over a decade. Building frontier AI infrastructure costs tens of billions in a few years, because the underlying hardware depreciates fast and the technology itself keeps moving. The Gulf can absorb that cost structure in a way almost no other region can, cheap energy at $0.05 to $0.06 per kilowatt-hour against a US average closer to $0.09 to $0.15, and sovereign wealth funds that don't answer to a quarterly earnings call.

The Uncomfortable Question Nobody's Fully Answered

Here's where I'd push back on the word "sovereignty" itself, because I think it's being used a little too comfortably.

IKTVA builds a genuine domestic supplier base. A Saudi manufacturer, once qualified, keeps manufacturing regardless of who's making foreign policy decisions in Washington or Washington's rivals that week. A Red Sea shipping alternative is a genuine physical route that exists independent of anyone's permission.

Gulf AI infrastructure, as built today, doesn't fully clear that bar yet. Microsoft needed an explicit US Commerce Department export license before it could ship the GPUs powering its UAE commitment. Stargate UAE runs on Nvidia hardware under an export framework negotiated between two governments, not a domestic chip industry. The compute sits physically in the Gulf. The permission for it to keep arriving still sits somewhere else.

That's not a criticism of the strategy. Building the physical capacity first, while the permission structure catches up, is a completely rational sequencing decision, and the region's semiconductor fabrication investments (Saudi PIF and Kuwait Investment Authority both backing new fabs outside Taiwan) suggest the next stage of this bet is already underway. Genuine chip manufacturing capacity, not just data centers running on imported hardware, is what would actually close the gap between "hosting AI" and "controlling it."

But it means the honest version of this story isn't "the Gulf achieved AI sovereignty." It's "the Gulf built the real estate for AI sovereignty, and is now negotiating, fab by fab and license by license, for the part that actually makes it sovereign."

What This Means Going Forward

The test of any sovereignty claim is the same one I've made about local content and shipping routes: does the capability survive contact with a crisis it wasn't built to withstand.

That test arrived faster than anyone modeling this from a spreadsheet expected. In May 2026, amid escalating regional conflict, Iran's IRGC reportedly struck an Oracle data center in Dubai, a direct, physical test of infrastructure that had been operating for barely a year.

The numbers behind this bet are genuinely extraordinary. Whether the word "sovereignty" earns its place next to them is still an open question, and it's the one worth watching closely over the next few years, not the investment totals themselves.
